Because there are differences in the builds between Linux and Windows. Windows is a little tricky (there are threads that describe the dependencies for building Apache on Windows that go back to 2005)

In response to a number of questions on this topic, we are planning to release Beta 2 in 2 weeks, give or take a couple of days. among other things that we will include are support for phpPgAdmin on Windows, Support for pgAdmin III on Linux (debugging), and fixes for current known issues.

We have it working, you can expect to see this sometime in August.

You are correct, pgAdmin III 1.8 has debugging capabilities and is included in our Windows Installer. We are currently working on including this functionality in our Linux Installers. Right now, Linux includes pgAdmin III 1.6, so it all works, it does just not have debugging. This will be available in beta 2.

You will be able to do this in the Windows Installer that comes out in Beta 2
