Maybe it's enough to just switch the install location to C:\postgres as james_bowtell-harris_com suggested, but I followed your script with one change: I didn't create a new C:\postgres directory, I just gave the local postgres user Full Control over "C:\Program Files\PostgreSQL" and everything worked fine.
